Slide 2: Singing Wind was the priority project listed in the updated 2022 Kerrville Parks and Recreation Master Plan however the devastating flood of July 4, 2025 put many projects and plans that were in place on the back burner. In November 2025 Kerrville Parks and Recreation hired Big Loop Trails to create a shovel ready plan for the bike trails at the park. This plan was adopted by the Kerrville Parks and Recreation Advisory Board in February 2026 and here we finally are actively fundraising for trails at this park with the endorsement of Jay Brimhall the Kerrville Parks and Recreation Director.

Slide 3: Singing Wind Park is an underused, underdeveloped FREE city park on the corner of Olympic Drive and Singing Wind Drive and is surrounded by 4 schools, Tom Daniels Elementary, the Middle School, the High School and Schreiner University as well as many new neighborhoods of affordable housing.
The vision for this easily accessible park has lots of outdoor opportunities for families and kids that will be all inclusive and welcoming to everyone. Envision a hive of activity- all ages getting outdoors, being active, playing: Olympic Pool, 2 Dog Parks, Inclusive Playground, Skate park, Disc Golf, Hiking/biking/multiuse Trails, Picnic Areas, Pavilion, Softball Field, Potential bouldering field, Bicycle Flow Trails and Multi option bike features
This park is a key component of the Kerrville Parks and Recreation Regional Trail Strategy.

Slide 4: The adopted Master Plan for Singing Wind has 4 Zones- our fundraising is focused on Zone 1 which is focused on trails. The mention of an extension of Olympic Drive is outside the scope of our fundraising and is wholly dependent on Schreiner University. The extension is listed in the transportation and trails plan for the city of Kerrville. It deserves mention though with a vision of connecting this park by trail to Schreiner University, the River Trail, Kerrville Schreiner Park, Louise Hays and Lehmann Monroe Park, and many neighborhoods in Kerrville. It would make it easy for kids, families and visitors to walk or ride to this park.

Slide 5: Big Loop Trails created a great shovel ready bike trail plan- it works like a ski area- Trail 1- the red trail- that takes you to the top and then Trails 2 (magenta), 3 (pink), 4 (blue), 5 (light blue), 7 (pale pink), 8 (pink and purple) that go back to the bottom with different flow lines, jump lines and what’s known as cross country single track. Trail 8 is a self-contained Loop at the beginning or end of the trail system. It can be used to introduce trail riding to beginner riders, young and old, before they venture into the meat of the system. Trail 25 is the bold yellow and black from the parking lot to the top- we’ll talk about that in a later slide.

Slide 6: The total budget for the plan for Zone 1 is $475,000 to $550,000 2026 dollars. The Big Loop Trails 1-8 have a shovel ready plan and a budget of $160,000 to get the ball rolling. These trails will be machine-built flow trails and jump lines, different from the hand-built trails at Kerrville Schreiner Park.

Slide 7: Trail 25 is a unique idea of creating a rock or timber steps feature to the top directly from the parking lot. Unlike bikes that need more switchbacks to reach a summit, this could offer trail users a more challenging experience and be a great attraction to the park

Slide 8: The existing path, hiking and multi-use trail has some issues with accessibility and will need reroutes to make it more user friendly.

Slide 9: There are two historic dump sites- one was the old dumping grounds for old and broken parks equipment that has since been cleaned up. I’ve lived through the transition as we have done the Kerrville Kids Triathlon at this park since 1996 and use the service road for the bike course going past this site. We have an opportunity to create mountain bike multi option features depicted in the Slide 10

Slide 11: There’s lots of opportunity for volunteer efforts on the trail system. This fosters a community with ownership in the project which helps with maintenance. We have that working now with the trails at Kerrville Schreiner Park – a volunteer effort, through our shop and now the non-profit, that oversees trail maintenance.

Slide 12: All in all, people love trails and the development of Singing Wind as a hot spot for kids and families all while being easily accessible from schools and neighborhoods make this a big priority for those of us that dream of seeing the vision become a reality.
